SB 578 – ATV Advisory Committee for State Parks & Recreation Department.  Moves allocation committee into a new committee, and sets the committee’s sights on the 2011 legislative session to give the legislature proposals on how classes of off highway use vehicles should be arranged.  Cuts the allocation committee members in half, but retains the user control of funds.

 

HB 2001 – Landmark funding bill for highways.  Generates $300 million a year in new fees for highways.  Constitutionally protected money can only be used on highway uses.

HB 2020 – Raids the ATV allocation fund.  Sends the money to the Department of Agriculture to help fight invasive species of plants.  Rips off the gas tax money off highway users left in the fund for something not connected to why they were collected in the first place.  A definite ‘rip off’ by the legislature during the last moments of the 2009 legislature.

 

HB 2564 – Amends dealer law to allow out of state dealers and their ‘authorized representatives buy, sell and consign vehicles in auctions that only allow licensed dealers to buy, sell and consign vehicles.  Allows DMV to make rules to define what an ‘authorized representative’ is.  Agreement before HB 2564 was passed is that only employees are going to be in the definition, and out of state dealers may only consign vehicles at ‘dealer only’ auctions.
